KARACHI: The Supreme Court of Pakistan (SCP) on Friday ordered for inquiry committees against police officers threatening a complainant for facing serious consequences if they failed to withdraw the case of alleged extrajudicial killing by police.

The court orders came in a case being heard by the two-member bench of the apex court with regard to a satiation house officer (SHO) of the police appeal against the Sindh High Court (SHC) orders to register a murder case against him.

Esmail Lashari, the SHO, had killed Anees Soomro, a 17-year-boy claiming he was a Taliban militant, but Anwar Ali Soomro, the father approached the SHC with the appeal against the Lashari’s false claim and sought court orders to get the murder case filed against the police officer.

The SHC had ordered to register the case against the police officer, who reached the apex court to get the SHC orders averted. On Thursday Soomro complained to the apex court that senior superintendent of Malir district was threatening him while pressing for withdrawal of the murder case against police.

The court took notice of Soomro complaint that he was issued threats by senior police officers to withdraw the case.

The court, comprising justice Ameer Hani Muslim and Maqbool Baqir, appointed a session judge to inquire the matter and submit its report within a month.

The SCP also set up a committee under the supervision of Pir Mohammad Shah, the senior superintendent of police of eastern district, to investigate the police encounter in which the young Soomro was killed.

The apex court also noted with disappointment the general performance of the police and the administration of the provincial police chief.

The bench reprimanded the inspector general of police for posting the officers at police stations despite its earlier orders that no police officer facing department inquiries could be given a posting.

The SCP ordered the IG of submitting within three months the record of all police officers with a bad service record.

The two-member bench expressed dissatisfaction over the IG explanation that a committee was formed under the Karachi police chief to oversee the transfer and postings of the SHOs.

The apex court ordered three SHOs with criminal records not to be posted and a report submitted to the court about disciplinary action taken against them.

The police chief was further ordered to prepare the record of all officers in the province with a bad trackrecord and that record should be submitted to the apex court within three months.
