In a policy to start on Tuesday, passengers on domestic flights of more than 800 kilometers (497 miles) will pay 150 yuan ($22) for fuel, up from 100 yuan.
Passengers on shorter flights will pay 80 yuan, up from 60 yuan.
The Xinhua report cited China's Civil Aviation Administration and the National Development and Reform Commission.
Neither office could be reached for comment on Monday evening.
