The two men, from Mali and Kenya, were trying on Sunday to cross the border about 5 kilometres south of the Rafah crossing between Egypt and the Gaza Strip, according to a security official.
He says a Sudanese woman and an Ivorian man also have been arrested south of the Rafah crossing while trying to cut through the barbed wire marking the Egypt-Israel border.
Imad Kharboush of El-Arish Hospital says the Kenyan man is in serious condition with a head injury.
