Dubai: Dubai Courts took a giant step yesterday and became one of the few justice departments worldwide to offer full-fledged e-services to its clients after launching 14 new notary public e-services.

The General Director of Dubai Courts (DC), Dr Ahmad Bin Hazeem, described the launching of 14 notary public e-services ‘as a historic phase in Dubai Courts' mission to convert all its transactions and services into electronic'.

"This is a momentous step as we have reached the final stage of converting all our transactions and services into electronic ones. All our core business has become electronic and available online. It's a challenge in which we have succeeded in becoming one of the rare justice houses worldwide to have adopted a fully-operational e-service. Starting today, we have stopped introducing more e-services. Now we will start progressing and developing our e-services and e-transactions. What we have achieved is recognised locally and internationally," Dr Bin Hazeem told a media gathering.

Abdul Razzaq Al Qasim, Head of Notary Public Section, said the newly-launched e-services are designed to give customer convenient, timesaving and hassle-free access to notary public services through Dubai Court's website www.dc.gov.ae

24-hour availability

"This step became a must after the number of our clients jumped up to nearly 300,000 a year. We rendered around 138,000 services in 2009 and about 168,000 in 2010. The 14 new e-services are amongst a list of 55 e-services which will be introduced later this year. Our e-services are available 24 hours," said Al Qasim.

Meanwhile Dubai Courts Head of Information Technology Section Abdul Rahim Al Mudharebb said: "The used softwares are Oracle and Adobe Life Cycle. After filling in the required details, the necessary documents and paying the fees online, an applicant gets an appointment to meet a notary public personally and get the papers authenticated and attested in no time. The e-services are available in Arabic. What recognises the e-services is that a client could apply anytime anywhere and there is no need to print papers and it's a secure e-payment."

The 14 e-services include attesting contracts, namely authorising a local service agent and annulling it, appointing an Emirati sponsor, contract of selling commercial outlet, attesting acknowledgments [including unemployment acknowledgment, acknowledgment addressed to Labour Ministry, acknowledgment of selling marine vessel, acknowledgment of waiving a case or police complaint].

The new notary public e-transactions also include attestations of general and private powers of attorney in cases and a private power of attorney concerning a granted land.
