Abu Dhabi: Certificates that list employee’s qualifications, skills and job experience are to be issued, the Ministry of Labour announced on Tuesday.

The announcement came after a meeting held between the UAE Ministry of Labour and the Ministry of Labour and Social Affairs in Kuwait to boost the Gulf labour market.

“The initiative aims to document employee’s skills and qualifications by issuing certificates that specify their work experience level. Certificates will help employers to recruit appropriate employees and estimate their wages to match their job description and achieve career goals,” Humaid Bin Deemas Al Suwaidi, assistant undersecretary for Labour Affairs, said.

The new comprehensive qualifications and skills recognition framework will be based on the National Occupation Skill Standards (NOSS), which specify competent performance expected in employment. They define the standard of performance required in a given occupation and are the minimum threshold for competent performance.

“A trial, which is expected to last two years, will be implemented in both countries, aimed at selecting a sample of workers in professions related to the construction sector and testing their skills and aspects of competence required to complete a task,” he said.

“We haven’t yet decided the project start date; however, discussions will be held during the Abu Dhabi Dialogue, which will take place in Kuwait in November 2014. The project is considered the first of its kind in the region and will contribute to the development of Gulf labour markets,” he added.
