New Delhi: Protesting the delay in implementation of One Rank One Pension (OROP) scheme for defence personnel, a 70-year-old ex-serviceman from Haryana committed suicide on Wednesday by allegedly consuming poison at Jantar Mantar in New Delhi.

What resulted was a political tug-of-war as police detained Delhi Deputy Chief Minister Manish Sisodia after he met the grieving family. Congress leader Rahul Gandhi was also detained later but let off after 70 minutes.

“Subedar Ram Kishan Grewal consumed poison even as he and four others accompanying him were waiting to meet Defence Minister Manohar Parrikar to submit a memorandum reiterating their demands on One Rank One Pension scheme,” police sources informed Gulf News.

In a suicide note, Grewal said he had still not received the increased pension promised to him by the central government under the OROP scheme. He said he was taking this extreme step for the benefit of soldiers,

The government implemented One Rank One Pension, a long-standing demand of ex-servicemen, last year. It grants retired armed forces personnel pension parity with officers and jawans of the same rank who are retiring now.

Defence Minister Manohar Parrikar has sought details of Grewal from the Department of Ex-Servicemen Welfare.

“Saddened by the death of Subedar Ram Kishan Grewal. I express my heartfelt condolences. I have asked for officials to provide me details,” Parrikar tweeted on Wednesday.

The suicide comes two days after Parrikar had attacked Opposition Congress party over its unclear approach on OROP.

“Narendra Modi government is the first regime to implement One Rank One Pension scheme unlike others who merely paid lip service to the issue,” Parrikar had said.

Delhi Chief Minister Arvind Kejriwal Kejriwal expressed grief over the incident and asked people to fight for the rights of defence personnel. Kejriwal released a video message targeting Prime Minister (PM) Narendra Modi for failing to implement OROP.

Police refused to let Chief Minister Arvind Kejriwal meet ex-serviceman Ram Kishan Grewal’s family even as the dead man’s son alleged that he, his brother and brother-in-law were abused and beaten by police before being taken to a police station.

The Bharatiya Janata Party (BJP) accused Gandhi and Kejriwal of courting needless controversy. Kejriwal, however, remained outside the Lady Hardinge Hospital, insisting he won’t budge until he was allowed to meet Grewal’s family.

Wednesday’s bedlam began when Sisodia went to the Ram Manohar Lohia Hospital (RML) and met the dead soldier’s family. As he came out, police took him away to the Parliament Street police station ignoring his protests.

“I went to RML to meet the family, not to stage a dharna. What’s wrong with that?” an angry Sisodia tweeted and targeted Prime Minister Narendra Modi.

“Law and order is in jeopardy if Deputy Chief Minister meets the grieving family? What kind of system is this, Modiji?”

Kejriwal reacted with fury to Sisodia’s detention.

“The central government is intent on goondagirdi,” the Aam Aadmi Party leader told the media after reaching Lady Hardinge Hospital where Grewal’s body underwent autopsy.

“I am the Chief Minister of Delhi. An ex-serviceman has committed suicide. Is it not my duty to meet his family?” Kejriwal asked after he too was blocked from entering the hospital.

By then, police had prevented Gandhi from entering the Ram Manohar Lohia Hospital. An upset Gandhi reacted: “This is an undemocratic mentality. A new kind of India is being created. It is Modiji’s India.”

Gandhi was then taken to the Mandir Marg police station where the dead soldier’s son, Jaswant, was also detained along with his family members.

“You have no shame?” Gandhi asked a police officer there and demanded to know how the police could even think of detaining the family of a retired soldier who had killed himself.

Seated on a chair, Gandhi asked the officer: “If you can arrest a veteran’s family, arrest me too. How can you arrest a veteran’s kin?” The Congress leader told the police to let Grewal’s family go.

Joint Commissioner of Police Dependra Pathak said the detentions were made to control the situation outside the hospital. Special Commissioner of Police M.K. Meena added: “This kind of politics won’t be tolerated.”

As hundreds of Congress activists massed outside the police station shouting slogans and waving Indian and Congress party flags, the police allowed Gandhi to leave, ending 70 minutes of unexplained detention.

Police claimed that Grewal’s family was detained because it was creating a ruckus. Sisodia was told by an officer that anyone can be detained for 23 hours without showing any documents.

At the same police station, a grim looking Jaswant, the dead man’s son, alleged that police abused and beat him, his younger brother as well as a brother-in-law at the hospital before taking them to the police station.

This, he said in a video message, had not happened to any ex-serviceman’s family. He demanded justice for his family.
