Patna: Massive protests, uproars and bedlam rocked the Bihar assembly on Tuesday, as the first working day of the last session of the present state legislature began on a stormy note.

The five-day Monsoon session of the House ends on Friday. This is the last session of the House before the state goes to polls in September-October this year.

As the House assembled for the day, the leader of opposition in the Bihar assembly Nand Kishore Yadav rose from his seat and sought a debate over the alleged deterioration in the law and order situation before taking up any business.

Soon the Bharatiya Janata Party (BJP) lawmakers trooped into the well of the House and began creating ruckus, forcing Speaker Uday Narayan Chaudhary to adjourn the House until 2pm.

Similar scenes were witnessed when the House reassembled after lunch, and no business could be done.

“Before taking up any issue, the House should debate the issue of law and order situation in the state, which has nosedived in recent months. The entire Bihar has come in the grip of criminals, kidnappings have become the order of the day while there have been sharp increase in incidents of rape but the chief minister is busy saving his own government,” alleged state Opposition leader Nand Kishore Yadav of the BJP.

Accusing the chief minister of not acting against the criminals under pressures from Rashtriya Janata Dal (RJD) president Lalu Prasad, the BJP leader alleged Bihar was in dire straits.

“There is a total collapse in Bihar as the law and order is certainly not the priority of the state government right now,” he alleged adding the chief minister Nitish Kumar was making all compromises just to stay in power.

He also rattled out statistics to prove his claims about alleged deterioration in the law and order situation.

According to him, a total of 3,058 cases of kidnapping had been reported as of May this year. Last year their number was recorded at 6,070 whereas only 2,266 incidents of kidnapping were reported in 2005, when the Nitish Kumar government came to power. He alleged the law and order situation had collapsed post break-up in an alliance between the BJP and the ruling Janata Dal United (JD-U).

The BJP members also created a ruckus outside the assembly, shouting slogans against the state government. Eight rebel JD-U lawmakers who were allowed by the court to take part in House proceedings also joined the BJP in their protests, indicating they are headed for the BJP.
