Dubai: Creating a hub in the UAE to train and develop human resources in the region has become a federal government task, said Humaid Al Qutami, Minister of Education and Chairman of the Federal Authority for Government Human Resources (FAHR).

The Government has set a plan to develop employees skills in various fields, he said.

Al Qutami said public institutions and private businesses in the region were in need of programmes and courses to upgrade their manpower and introduce modern concepts in work.

Countries in the Gulf and in the Middle East could benefit from the experience gathered by the UAE in the field of training human resources," he said.

"The UAE is determined to create a platform to cater to the growing need for human resources programmes in the region and to connect between international institutions and local firms," he said.

"The depleting nature of natural resources in the region has obliged governments to look into spending their income wisely.

"Developing the skills of local manpower is one way to make sure that money is spent in the right way," he said.

Al Qutami said the government appreciated the importance of human resources development in its institutions and had formed FAHR in 2008 to cater to the needs of human resources management in the public sector.

He said the UAE was willing to take part in building specialised research capabilities which would enable the GCC and the governments in the Middle East to assess new trends in human resources and the policies needed for its development.

He said a conference and exhibition to be held next month in Dubai would act as a launchpad for the UAE's drive to accommodate global players in human resources development, who were looking to tap into opportunities the region could offer in decades to come.

"The UAE believes human resources is the sustainable capital for the new era. The theme will set the guidelines for the works and the deliberations in the conference and in the exhibition to be held simultaneously at the Dubai International Convention and Exhibition Centre on January 19 and 20, 2011," he said.

Al Qutami said the conference objective was to enhance the regional and international profile of the UAE's human resources, promote the UAE's human resources experience and measure its performance against international norms. He said the development of human resources had become crucial in difficult economic times.

"The majority of the institutions and the decision-makers in the region, regardless of their speciality and the activity they conduct, are aware of the importance of human resources and seem willing to interact with international specialists to enhance the productivity of national and expatriate manpower," he said.

Global partner

The two-day event will be co-sponsored by the International Public Management Association for Human Resources (IMPA-HR) and the Dubai School of Government.

IMPA-HR is a 104-year old international organisation which specialises in human resources issues in the public sector based in the US. It has more than 40 chapters in the states and abroad.
