They are a basic right, but must be sustainable for companies
Access to good health services is a basic human right. But, private hospitals and clinics — which must provide 70 per cent of health services in terms of the Dubai Health Sector Strategy — are businesses which must earn a decent return on investment if they are to be sustainable.
The Dubai Clinical Services Capacity Plan aims to survey the industry as a first step to eliminate an oversupply of some medical services, while increasing those of which there is a shortage.
The Dubai Health Authority can regulate the supply of services by controlling the number of licences it issues for particular health care services. By creating a market in which clinics and hospitals can operate sustainably, the authority will be able to ensure that Dubai has the health services it needs and that companies are willing to invest to provide the emirate with the best available health care.
Besides the detailing the state of the industry, the survey will also provide a snapshot of the health of residents of the emirate, ensuring that future health care capacity is in line with their needs.
