Is it a discount or gift voucher?

This is regarding the insurance plan from Adnec activated on my First Gulf Bank credit card. I had received a call from their representative regarding the tenant insurance. I was told that this would cost me Dh360 on my card, but in turn I would get a voucher for Dh300 from Homes R Us and this would just cost me Dh60 (this was told at least twice or thrice).

When I received the voucher there is a term, which states I have to purchase a minimum of Dh1,000 to avail this voucher. When the representative had specifically told me this would cost Dh60, then why did I receive a voucher with this condition? It’s been over a month now [September 1, 2013] and I have made several calls to the customer care but this hasn’t been resolved yet.

One representative gave me a call and said that she had mentioned it as a discount voucher, and not as a gift voucher. Why didn’t she tell me that I had to purchase a minimum of Dh1,000 before availing this offer? Why was I informed that it would cost me only Dh60 when in reality she should have included the cost of Dh1,000 as well. Nowhere in the conversation was this condition of Dh1,000 mentioned, so she cannot argue the claim that she had told me it’s a discount voucher and not a gift voucher.

I have sent them emails as well as many calls but I still haven’t received any resolution to this. Kindly help me in getting a resolution for this.
