The United Nations’ attempt to hold North Korea and its leader Kim Jong-un accountable for alleged crimes against humanity is an embarrassment to the young Kim and a move to ramp up pressure on the country. The UN General Assembly’s human rights committee has approved a resolution that urges the Security Council to refer the human rights situation in North Korea to the International Criminal Court. The resolution came as the result of a UN inquiry described the country’s human rights situation as exceeding all others in intensity and horror.

Even as the move puts pressure on North Korea and holds out the idea that Kim could be targeted by prosecutors, it also poses the risk that it could further isolate the country, pushing it into a corner and forcing it to make a furious response. An envoy from Pyongyang has already threatened further nuclear tests.

Although the resolution is non-binding, it is sure to put the North Koreans on edge. It could also be a chance for the international community to seize the opportunity and bring the country to the negotiating table.
