Cairo: The Egyptian President, Hosni Mubarak, has launched his ruling party's election campaign for the November 28 parliamentary elections, acknowledging that the benefits of economic reform in the country have not affected all Egyptians.

Egypt's ruler since 1981, Mubarak, made his comments in an address on Wednesday, to the leaders of the ruling National Democratic Party and hundreds of candidates contesting the next legislature's 508 seats.

Mubarak, 82, is expected to seek another six-year term in office in elections next year.

He spoke one day after a coalition of 16 rights groups said it expected the November 28 vote to be rigged.

Elections in Egypt are traditionally plagued by fraud, but Mubarak claims the upcoming vote will be "fair and free”.
