Smokers face tighter restrictions

Tobacco control team expects enforcement by September

Dubai: The anti-tobacco federal law which will strictly prohibit smoking in certain public places and make it more expensive, should be in place by September a senior official said Wednesday.

Dr Wedad Al Maidour, head of the tobacco control team, said a meeting was held Wednesday at the Ministry of Health to chalk out the draft laws.

"The first draft will be ready this month and the Minister will present it to the cabinet for approval," she said, adding that by September the law should be in full force.

The UAE, along with other GCC States is putting forward tough legislation to help control smoking, including hiking the cost of a pack of cigarettes to double the price. Presently, a pack costs about Dh 7.

"We are looking at Dh 14 to 15 (a pack)," said the doctor.

Tobacco companies are apparently unhappy over the decision that half of the package will be covered with graphics, highlighting the dangers of smoking and that 20 per cent of the pack should carry warnings.

"It does not matter they are unhappy," said the doctor, noting that a significant number of adult males in the UAE are afflicted with lung cancer.

"They have had to print the graphics and warning in Canada and Taiwan, why not in the GCC?"

When the law comes into force, smoking will be banned in and outside educational institutions, public transport, sports venues and houses of worship.

Unique to the UAE will be the prohibition of smoking in a car in the presence of children. "We are trying to protect people from second-hand smoke," she said.

Cooperation

Dr Hanif Hassan, Minister of Health, said after the first meeting that cooperation among social organisations was important to educate the young about the dangers of smoking.

"The UAE gives great concern to health policies and works on developing them according to the requirements and demands of modern times. Such policies would definitely have a direct impact on health practices, medical standards in order to raise the health sector and provide health care quality services".

Dr Mahmoud Fikri, executive director for Health Policies at the Ministry, pointed out that tobacco consumption in the Gulf region is an economic, social and health burden.

He also cited reasons as trade liberalisation, direct foreign investment and other factors such as global marketing, tobacco advertising and promotion, smuggled cigarettes for the increase of the tobacco ‘pandemic'.

Cost could be doubled

A new federal law will double the price of cigarettes from Dh 7 to Dh 14 a pack. Half of the pack will be covered in graphics showing the dangers of smoking and 20 per cent of the pack will have a warning. Smoking in a car in the presence of a child will be banned.

    I really hate it when these smokers smoke in front of a no smoking sign, or just don't care. I see a lot of these smokers in malls, when it said on a sign "welcome to a non-smoking facility". they should have tougher laws on smokers, who smoke in non smoking places, disgusting.

    Government should take in to account the public parks where children come to play and also where health conscious citizens come for their daily exercise or walks. Smokers should be confined to cabins (a real small one at that :) ) which has a controlled outlet. If it becomes uncomfortable for them, then well it is nothing but a taste of their own medicine. I get really upset when I see smokers puffing away and polluting parks early in the morning.

    Our office in Sharjah received the sticker for Non-smoking law, but still the people inside our office continue smoking.How I wish that UAE government will provide a HOTLINE NUMBER to call in order to report the violators and impose penalty as we (second hand smoke) really suffer and face alot of problems in our health.

    Smoking is still a great problem in basement car parks and at the entrances to offices. Every morning and every night I have to inhale second hand smoke just to get and out of my building. These people should be targeted with fines as they are damaging the health of others.

    this is a nice thing the goverment can do to the public. if you go to skmc hospital you can see the banning area but smoking still continues. it is good idea if it ban in walkways, bus stops etc.

    World over there is uproar and rules after rules are being formulated to restrict smoking, but not a single country world over is putting a ban on manufacturing, importing, or sales of Cigarettes coz that affects the revenue of the country. Take a stand for once.

    Smoking should be banned in offices in Dubai where people can be seen smoking without any restriction. (Many victims have told me about this in their offices) This is more dangerous than smoking in public. DM should organize random checking and can make a lot of money too.

    Ministry of Health must enforce stringent laws to curb this menace. A partial banning on some public places is not enough. Usage of tobacco must be restricted to the residences of the smokers, if total banning is not possible. Minimum 100% tax to be levied on the selling price. Authorities must collect hefty trading fee from traders if they want to sell tobacco products.

    Smoking should also be prohibited in clubs and bars. I personally think there is a lot of second hand smoke that affects club goers. Proper ventilation systems are also not in place to take care of the smoke.

    its good to know that the prices are increasing.....if the age group for people who can smoke is increased it will be much better..because small children are smoking more than adults nowdays..shops should be banned from selling cigarrets to people who are under 21 or 22.
