Abu Dhabi: The Second Ordinary Session of the 16th Legislative Chapter of the Federal National Council (FNC) was opened on Sunday by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

The meeting of the session, which will be held under the chair of Al Qubaisi, will begin by electing observers. According to Article 84 of the constitution, “the Council shall have a bureau that is comprised of a chairman, first deputy chairman, second deputy chairman and two observers selected from the members of the council. The tenure of each chairman, first deputy chairman and second deputy chairman as well as the observers will expire at the end of the session or in case of dissolving it pursuant to the article 88.”

The meeting will also see the setting up of permanent committees, including Constitutional and Legislative Affairs Committee, Foreign Affairs and Defence Committee, Financial, Economic and Industrial Affairs Committee among others.

During the meeting, the council will review three proposals submitted for approval by Noora Mohammad Al Kaabi, Minister of State for Federal National Council Affairs, on various topics.

The council will also review three draft laws submitted by the government. The first one relates to approving unified closing accounts for independent bodies for the financial year ended 2015, the second is a federal draft law on anti-dumping and countervailing and safeguard measures and the third is on using remote communication technology in criminal procedures.

Some policies approved by the Cabinet will also be discussed in the meeting. The policies include those from the Ministry of Education and Ministry of Interior’s policy pertaining to civil defence among others.
