Dubai council focuses on human resources

Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has instructed the Chairman and members of the Dubai Executive Council (DEC) to step up the implementation of the Dubai Governmental Strategy and focus on the national human resources development.

The instructions were given when Shaikh Mohammad yesterday attended part of the DEC meeting, which was chaired by Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of the DEC.

Shaikh Mohammad said national cadres must be trained and qualified to prepare future leaders in governmental management, operation and production.

The council reviewed a plan to develop the social sector and the suggested structure of service establishments that will be set up to implement the social sector development plan in line with Dubai Strategy 2015, to offer the best quality of social, health, housing, educational and cultural services.

The council also reviewed a report from the Lands and Property Department about the property market in 2007, which stated that property transactions amounted to Dh175.6 billion in 2007, and included properties in Al Jaddaf, Jebel Ali, Shaikh Zayed Road, Dubai Marina, Al Barsha, Mirdiff, the Jumeirah Palm, Emirates Hills and Al Warsan.

The department recommended that property developers must promptly register all transactions at the department.

The DEC's General Secretariat briefed the members on the project to implement the performance management system related to governmental human resources, which is one of the systems used world-wide to manage performance.

Shaikh Hamdan instructed the implementation of the system across all governmental departments and establishments to achieve the goals of Dubai Government and establish a culture of performance among employees and managers.
