America and its allies have been fighting the Taliban and other militants in Afghanistan for the past 13 years.

Having completed its combat mission in 2014, the US is planning a complete pullout by 2016. If America stays beyond 2016, it may indicate support for and commitment to the security of Afghanistan. But, what can a residual foreign force do that it has not been able to do in 13 years?
