Dubai: The marine industry in Dubai will have a new licensing framework as Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, issued resolution number 11 for the year 2013.

The resolution titled “Bylaw for licensing of marine crafts in the emirate of Dubai” comes as an implementation of Law No 11 of 2010.

The bylaw aims to develop, regulate and improve the maritime industry while maintaining best levels of cooperation, excellence and creativity in leadership, customer service and human development.

It endorses efforts to promote the maritime sector and boost its contributions to the economic development of Dubai, in line with the vision of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, UAE Vice-President and Prime Minister and Ruler of Dubai.

The bylaw will set out the licensing framework of maritime craft operating in the territorial waters of the emirate of Dubai as well as all the procedures needed to obtain a marine licence, including the requirements for marine vessel licensing, records, technical check-ups, licence duration, insurance and re-licensing.

It further contains the processes for transfer of vessel ownership and licence amendment, cancellation, loss or damage, in addition to the requirements for operational crew licensing, licensing of marine training and driving centres and the staff. It also covers maritime operations and maritime activities and navigation safety within the emirate of Dubai.

The bylaw is a part of the efforts to develop and lay down maritime legislation and regulations following the fast-emerging changes in the maritime industry at both the regional and international level. The move is poised to create a well-defined framework regulating the use of marine craft in Dubai’s regional waters.

According to the new resolution, Dubai Maritime City Authority (DMCA) will implement international best practices in the conduct of maritime activities and maritime operations among the maritime community, both local and international, of Dubai to achieve its vision of a safe and dynamic maritime environment in Dubai.
