At various times the UAE has set up ad hoc committees to deal with specific crises; the bird flu outbreak two years ago is a good example, but there have been other occasions and requirements. Over recent years there have been a number of conferences with global experts in disaster, crisis management and trauma, with a view to forming a comprehensive viable solution to any nationwide problem that may occur. It is fortunate that thus far the UAE has not had to meet any crisis such as an earthquake, for example, where there has been loss of lives and destruction of property. But it would be complacent and irresponsible to overlook the need for such specialised personnel who can quickly respond to any emergency.

While the present police, fire and civil defence personnel are more than capable of handling the crises experienced on a day-to-day basis, it is only when a major catastrophe develops that adequate preemptive planning will come to the fore. It is because of this that the UAE is now formulating a national plan to deal with disasters, which will hopefully include a comprehensive unified policy, supported by appropriate personnel strategically located throughout the emirates.
