which circumstances I can obtain a residence visa for my mother-in-law?

I recently joined a company in Dubai at a salary of Dh12,000. My mother-in-law used to live with us in India and now we want her to live with us in Dubai as well as she is ailing and has no relatives back in India. Kindly advise under which circumstances I can obtain a residence visa for my mother-in-law. Can this visa be a three-year one?
I would like to clarify to the questioner that the General Directorate of Residency and Foreigners Affairs requires the following condition to be fulfilled in order to grant a residence visa to the questioner’s mother-in-law. She must be accompanied by her husband unless she is divorced or a widow. In such an event, certificates attested by the questioner’s embassy need to be presented.
The documents needed are as follows:
1. A salary letter attested by the Ministry of Labour or the General Directorate of Residency and Foreigners Affairs in the case of the private sector. The salary shall not be less than Dh9,000 with a two-bedroom apartment accommodation, or the salary shall be Dh10,000 without accommodation.
2. Certificate of support issued by the consulate related to the questioner.
3. The residence of the questioner (sponsor) shall be issued from Dubai.
4. The Dewa water and electricity bill of the questioner’s accommodation.
5. Three months’ bank statement. 6. Health insurance should be provided for the questioner’s mother-in-law.
Finally, the application along with the above documents shall be submitted to the competent section, which will consider such request on a humanitarian basis. In case of approval, the department will issue a visit visa. The mother-in-law can enter the country on a visit visa which will be changed to a residence visa without leaving the country. This type of visa needs to be renewed every year.
