Cricket to allow substitution only for 'extreme cases'

Dubai: The days when a substitute could stroll into a cricket field when his teammate decides to take a short 'break' in the pavilion has ended.
Like in soccer, substitute shall only be permitted in case of injury, illness or due to extreme circumstances. "Wholly acceptable reasons" should be limited to extreme circumstances and should not include what is commonly referred to as a 'comfort break.'
The new playing conditions, cleared by the International Cricket Council's Executive Committee, will come into effect from today.
Another major decision that will come into effect is the batting team being given the right to decide when one of either the second or third Powerplay is introduced.
Till now, it was the fielding side's prerogative to opt for the Powerplay.
Pro-spinner move
To provide greater opportunity for spinners in one-dayers, it has been decided that three fielders shall be permitted outside the circle during both the second and third Powerplays.
Previously, a third fielder was allowed outside the circle only during the second or third Powerplays.
Playing conditions for a catch has also been amended. If both the umpires find that a catch may not have been taken cleanly, then they can consult by two-way radio with the third umpire.
The final decision will be made and given by the bowler's-end umpire. Should the bowler's-end umpire be not able to decide, a not-out decision shall be given.
The playing condition that requires a mandatory change of the ball at the commencement of the 35th over in one-dayers will continue.
If the innings of the side batting first is delayed or interrupted, the umpires can now reduce the length of the interval.
Law changes
- Substitute: No comfort breaks for players. Substitute will be allowed only under extreme conditions.
- Clean catches: Umpires can consult third umpire and if they cannot decide, not out decision will be given.
- Powerplays: The batting team will be permitted to choose one of either the second or third Powerplay.
- Field placing: Three fielder will be allowed outside restriction areas during second and third Powerplays.
- Intervals: Umpires can reduce the length of interval if the innings of the team batting first is delayed.
