National Security Adviser Norberto Gonzales said they have enough information to determine who was behind the bombing at the Office of the Ombudsman on Sunday and the planting of an improvised explosive device inside the Department of Agriculture the next day.
No one was hurt in the early morning explosion at the Office of the Ombudsman building but the blast caused minor damage.
The explosive device at the agriculture department, which was planted near the base of the flagpole and discovered before the weekly flag-raising ceremony, failed to detonate. Both government offices are in suburban Quezon City.
Gonzales, in an interview over Radio Mindanao Network, said the two incidents were apparently related.
"The suspects are neither from the political opposition nor from the New People's Army," Gonzales said, referring to armed component of the local communist insurgent group.
"This group behind the bomb plot is made up of only a few members," he said adding that he will reveal the identity of the suspects "within one or two days".
Gonzales deferred to name the suspects so as not to jeopardise an ongoing police operations.
"We are preparing charges against these personalities," he said.
