Arroyo signs biofuel Bill into law

Manila: President Gloria Arroyo has signed into law a Bill requiring vehicle manufacturers, oil companies, and consumers to use fuels diluted with sugar or starch-derived alcohol.
"I signed the Biofuels Act with its author, Congressman Juan Zubiri, a few days ago," said Arroyo in a belated report.
Within three months of the law's notification, fuels such as diesel and gasoline should be blended with one per cent bioethanol, an alcohol produced from fermented sugar or starch.
In two years, the blend will be subsequently increased to two to five per cent. Within four years, a 10-per cent blend will be mandated, with the approval of the National Biofuels Board.
The practice will reduce the country's dependence on imported fuel and promote cleaner air.
Rules under the law will be framed in the next few months, said Energy Secretary Raphael Lotilla, adding this will help the government, oil firms and vehicle assemblers to work together.
