Kibaki compared to corrupt predecessor

Nairobi: Speaking on national television Kenya's election chief has compared President Kibaki his notoriously corrupt predecessor, Daniel Moi, for the swift way in which he was sworn into power. Negotiators gathered at a luxury game lodge to hammer out a deal to end weeks of violence and bloodshed sparked by disputes over the vote.
Meanwhile, on Wednesday a former top regional police chief was arrested on suspicion of financing the torching of homes during violence that has seen more than 1,000 Kenyans die and some 600,000 flee their homes in fear.
Foreign and local observers have said that some of the violence had been orchestrated. Opposition leader Raila Odinga accuses President Mwai Kibaki of stealing the December 27 vote.In an interview with independent Nation TV, electoral commission chairman Samuel Kivuitu said tampering was possible. He also said that he had been too sick to oversee many parts of the process personally.
Kivuiti had said previously that even though he announced Kibaki the winner, he still is not sure who won the election. He was once well respected, but has been ridiculed since the vote.
"There are many ways of rigging," Kivuiti said. "There are allegations, we don't know if they are true."
