Russians will now only be able to buy visas at "diplomatic missions and consular offices abroad", the foreign ministry said in a statement.
Only Russians intending to enter Georgia to visit families will be allowed to apply for visas. The new policy takes effect on September 8.
"Entry visas to Georgia will be issued exclusively on the basis of original copies of invitations" extended to Russian citizens intending to travel for those purposes, it said.
"It means there will be no tourist visas for Russians," the foreign ministry's head of public relations, Khatuna Iosava, confirmed.
Georgia on Friday had announced it was cutting diplomatic ties with Moscow, meaning Russian diplomats will have to leave the country.
