None of the injured were in critical condition but five suffered serious wounds.
The man rammed a three-wheeled vehicle into the government building in Xixiping in the central provice of Hunan, the official news site for Hunan said.
"The vehicle with two already lit cooking gas bottles sped into the courtyard and exploded in front of the office building," the report said.
The man was "dissatisfied over the lawful demolition of his illegal buildings", the report said, adding he was arrested minutes after the blast.
Other reports said the explosion smashed windows of houses nearby but no residents were injured.
