RTA sets out eligibility for discount Nol cards

Students can now purchase special fare cards for public transport use

Dubai: Students between the ages of five and 23 can apply for a discounted fare Nol Blue Card for public transport use, which includes the Dubai Metro, a senior official has said.

"The discounted fare card is available to students from all over the UAE," Mohammad Yousuf Al Mudharreb, Director of the Unified Automated Fare Collection Department at the Dubai Roads and Transport Authority (RTA), said.

However, he said those applying for the special card must be full-time students at accredited schools, colleges and universities in the UAE. Students, senior citizens and people with special needs will be able to apply online effective from tomorrow.

"They can either apply online or can submit their applications at the ticketing counters at the Metro and bus stations," Al Mudharreb told Gulf News yesterday.

There are different validity periods for the card based on different age groups of students. Students up to the age of 14 will get an Nol Blue Card with a maximum validity of five years.

If the student is 15 years old, his or her card's validity will be four years, with three years in case of 16-year-olds, two years in case the student is 17 years of age and one year if they are in the 18 to 23 age group.

Documents required for the application form include: a letter from the school, copy of the passport or Emirates Identity Card and a recent photograph.

Students can either attach these documents with their online application or submit them at the ticketing counters at the Metro and bus stations.

"Cards will be delivered to them by courier within 15 days of submitting the applications," Al Mudharreb said.

He also warned that the applicants must exercise caution when applying for special discounted cards because the Nol Blue card is not refundable.

2-Card for Senior Citizens

  • Applicable only for UAE nationals.
  • Applicant should be 60 years of age and above.
  • Must source a copy of the National Identity card and photos.
  • Once the application is processed, holder can get a 50 per cent discount on the original fare.


3-Card for Special Needs people

  • Applicable only for individuals with a permanent disability.
  • Applicants must submit their special needs card issued by the Ministry of Social Affairs.
  • Should source a copy of their passport or Emirates ID card and photos.

    Does it only apply to transport within Dubai? O [does] it include the other emirates as well? Like if we are using bus tranport to Abu Dhabi or from Sharjah?

    RTA must reconsider Senior Citizen discount applicability. My parents stay with me and both are above 60. They can't drive so Public transport is the best medium for them. I don't understand the logic for not extending this discount for all Senior Citizens as they all deserve the same treatment.

    To obtain a Blue NOL card I suggest students can fill the application form, submit pp/visa copies and their College - University Identity Card to obtain one rather than a letter from their college, it will be an additional waste of time and burden, to obtain a letter every year. All students have a valid ID Card which is a proof he or she is a bonafide student.

    Why do not cover all ages of students, as done all over the world??Dubai is an iternational /metropolitan city, I think.

    why the made a age limite, I am 24 but full time student why I am not aplicabel for this ..??/? this policy should revise, they should do the rsearch first then make stratgy accordngly which can satisfay student need.

    Good news for all students!But how will it be exclusive for students alone?I mean, any student could give their card to others, and re-apply for a new one:)RTA should be aware of this, else all passengers might enjoy 50% discount.

    i really do appreciate that the public transportation service is being promoted by the authorities. I think more people from the young crowd would use public transport if facilities like internet and fun activities are included. (popular sites like social sites, news sites. and search engines)may be they could also include free local call services with restrictions like 60 seconds a call.but when comparing with different emirates the public transport is not viewed in the same perspective, like in Dubai the public transport is appreciated and used by most of the people and is costly but in abu dhabi it is seen as cheap means of transport, that doesnt mean that the service is bad or something but the initiative from the officials i guess..... well the media has another major role in educating the public..............THINK, CONSERVE ENERGY.......

    This discount will be beneficial but only for few groups of people. But I think it will encourage more of the general public if RTA can issue some monthly passes with discounts to regular pessengers. It will really make difference.
