Dubai: Arab ministers were trying at the United Nations last night to modify a proposed Security Council resolution aimed at ending Israel's war on Lebanon as Israeli planes and artillery bombed towns in southern and eastern Lebanon and attacked a funeral procession in the village of Gaziyeh, killing at least 16 people.

Israel admitted four of its soldiers had died in heavy fighting with Hezbollah in southern Lebanon, as the resistance group launched more than 100 rockets into northern Israel.

Tel Aviv is said to be studying expanding its ground operations but described Beirut's decision, backed by Hezbollah ministers, to deploy government troops to the international border in place of the group, as "interesting".

In New York, the Arab League delegation, led by Shaikh Abdullah Bin Zayed Al Nahyan, UAE Foreign Minister, was to address the Security Council on Lebanon's demands to include in the resolution a clear call for immediate ceasefire and complete withdrawal of all Israeli troops.

France yesterday voiced strong support for the draft revisions but the US seemed more reluctant. Voting on the resolution is unlikely before Thursday.
