Terrorism 'a grave threat to the world'

The UAE has reiterated its commitment to continue combating terrorism and stressed its view that the problem is among the gravest challenges which threaten the interests, security and stability of all states and societies.

New York: The UAE has reiterated its commitment to continue combating terrorism and stressed its view that the problem is among the gravest challenges which threaten the interests, security and stability of all states and societies.

This is true as terrorist perpetrators and financial sponsors are increasingly using more complex plans and methods that rely on globalised trans-national and cross-border technologies.

This came in a statement delivered by Khamis Rashid Al Shumaili, member of the UAE delegation to the United Nations General Assembly Sixth Committee (Legal), which concluded a debate on measures to combat international terrorism.

The UAE called for all-encompassing and non-selective implementation of the General Assembly's international anti-terrorism strategy, which was approved two years ago, as well as for transparency and objectivity.

The UAE also called for non-discriminative boosting of technical assistance and training programmes offered to developing countries so as to enable the governments to develop national anti-terrorism capabilities.

Need for dissociation

The UAE proposed dissociating terrorism from particular religions, nationalities, cultures or ethnic groups, criminalising all practices that insult religions as well as instigators of those actions which promote hatred and terrorism.

The UAE also called for promoting respect for the rule of law and human rights in all anti-terrorism plans and programmes so as to promote effective measures against the phenomenon.

The statement also called for a UN-sponsored international conference to come up with a clear internationally-agreed definition of terrorism. It also called for promoting the relevant anti-terrorism legal and judicial systems, which have to be non-selectively implemented.

Accordingly, the statement said, differentiation must be made between terrorism and peoples' struggle against colonisation and foreign occupation to regain independence and self-determination based on UN charter on human rights and relevant international laws and protocols.

The UAE has also called the UN and its key agencies to shoulder the full responsibility for settling occupation cases and economic grievances, which proved to have contributed to creating hotbeds for terrorism.
