FNC members' code of conduct outlined

Abu Dhabi: The Federal National Council (FNC) members represent the people of the UAE Federation and not their own emirates, according to the elections code released yesterday.
The code signed by Dr Anwar Mohammad Gargash, Minister of State for FNC Affairs, states that candidates must endeavour to boost loyalty to the country, observe values of society and maintain public order.
Electoral College members can contest the FNC seats allocated to their emirate, provided they are qualified for the position. All candidates should be UAE citizens, permanent residents of the emirate they wish to represent in the FNC, 25 years of age or older, literate, and should have no criminal record.
A candidate can authorise another member of the electoral college to act on his behalf by submitting a request to the local committee at least seven days before the election date. Public servants have the right to contest FNC elections but they must take leave from the date of announcing the list of candidates until announcing the election results. A candidate from the military must take leave, which must be approved by the military. Candidates from the judiciary have to resign from their posts on submitting application for nomination.
Candidates must pay a fee of Dh1,000 when filing nominations and Dh3,000 if they want to contest the results.
Voting will be electronic, enabling the electorate to elect candidates on the electronic screen. A print out will then be taken and placed in a special box.
The votes will be counted electronically, but in the case of any objection to the results, the election committee can refer to the box. The poll will be held over three days from 8am to 7pm or until all voters cast their ballots. If the vote is tied, there will be a re-election for that seat. If, however, the vote is tied again, lots will be drawn to declare a winner.
