Sheikh Sultan bin Mohammed bin Sultan Al Qasimi, Crown Prince and Deputy Ruler of Sharjah and Chairman of Sharjah Executive Council, issued a Council order yesterday on maintaining decency, public conduct and social values that do not offend Islamic tradition.
According to the decision, people in the emirate of Sharjah will need to behave "decently" in public places. They will particularly need to dress decently when entering a mosque so that the sanctity of the place is not violated.
Other areas where decency will have to be observed strictly are at swimming pools and beaches, where "suitable" dress is advised. Men must keep away from places specified for women, refrain from indulging in "illegal courtship" and similar acts that harm public decency.
Guardians must keep a watchful eye on their children and encourage good behaviour. They should send their children to religious, cultural and sporting institutions in their leisure time.
People are asked to respect the freedom of others, refrain from irritating them, using bad language, or teasing women. The decision stresses that it is "without prejudice to public freedom granted by the Constitution".
Sharjah Police will be in charge of implementing the decision, which will come into force in three months' time, and will be introduced gradually.
If an offender has been noticed by a public official or a security guard, he shall be warned first and then reported to the police. If the offence is repeated the police will take action.
The offender will not be allowed to enter public institutions and other areas that provide public service unless he agrees to mend his ways.
