'Training is key to emiratisation of human resources sector'
Emiratisation of the human resources sector is a long-term objective that cannot be achieved easily, announced a member of the National Human Resources Development Authority (Tanmia).
Dubai: Emiratisation of the human resources sector is a long-term objective that cannot be achieved easily, announced a member of the National Human Resources Development Authority (Tanmia).
Tanmia, previously called the National Human Resources Development and Employment Authority, has recently dropped Employment from its title.
Dr Ali Ahmad Bin Aboud, Undersecretary at the Ministry of Governmental Sector Development and member of Tanmia's Board of Trustees, said to prepare a competitive national cadre in the human resources sector is a long process and must be done carefully.
"Only by having an education development process which is in line with the country's strategic policy and the demands of the job market can we achieve sustainable results in the emiratisation of human resources," said Bin Aboud.
Mohammad Jasem Ebrahim, CEO of the Dubai Institute for Human Resource Development, said that emiratisation of the human resources sector is a long-term objective involving many elements and cannot be done easily.
A ministerial decision issued in June 2006 stipulated the emiratisation of all human resource managerial positions within 18 months in all companies with more than 100 employees.
The period was further extended to 36 months in a subsequent decision issued in August 2006. Tanmia officials say that the focus should be on the quality of the national workforce and not only on quantity.
Saif Ebrahim Al Nuaimi, Director of the Centre for Career Guidance and Planning at Tanmia, said the focus will be on job seekers and how to develop their skills rather than to force companies to employ people for the sake of employing people.
