Dubai: The Ministry of Labour will enter bilateral agreements with countries that are major exporters of labour to the UAE, said the Minister of Labour, Dr Ali Bin Abdulla Al Ka'abi.

The agreements will facilitate the implementation of an electronic contract system for workers to be completed, fingerprinted and signed before the worker's arrival in the UAE, said the minister.

"The ministry will provide electronic contracts to the concerned bodies in the respective countries, which will solve problems such as salary disputes," said Al Ka'abi, adding that salaries would be cited on the contracts.

The minister also warned that labour fees were the sole responsibility of employers, and that it was illegal to force the employee to pay them.

The announcement comes just 15 days after an announcement by Al Ka'abi about the ministry's intentions to make recruitment agencies redundant, which he described as "corrupt" and "mafia-like."

Vicente Cabe, Labour Attache at the Philippine Consulate General in Dubai, said any move that would improve the condition of workers would be welcomed by the Philippine consulate.

"I'm sure the purpose of this initiative is to improve the situation of workers, but I'd like to know the details."
