Workers should be given strict instructions to use safety equipments

I was looking through the window in my apartment when I happened to notice the cleaning work under way in a high-rise building opposite mine on Hamdan Street, Abu Dhabi.
I took this photograph just before the workers' lunch time. There were no safety measures undertaken, not even a safety helmet when working at such a height.
I get very worried to see them working under the hot sun.
The suspended scaffold was also slightly tilted. I am surprised this still happens even after repeated warnings and discussions about safety procedures from the authorities concerned.
Workers should be given strict instructions not to undertake such jobs until and unless they are provided with all the necessary safety equipment.
