Occupied Jerusalem: Foreign Minister Tzipi Livni is in Qatar to speak at a conference on democracy, development and free trade.
An Israeli spokesman said Livni's speech will focus on peace in the Middle East and Iran.
Qatar, which does not have formal diplomatic ties with Israel, will host the conference on Monday.
